(8 messages / 24h) — same idea as website/outlet allowlists.

public-chat reloads on save (no restart). Minute burst brake still applies.
Tip: add your office / home NAT egress (the IP Public Live saw when you hit the limit),
not only the appliance LAN. Use /32 for a single host.
